171 if in the first place a certain way (obraz) is used for this, and in the second place a certain distribution of the most important and difficult tasks is made {uchineno budet) among the members of the college, thus it pleases His Tsarist Majesty to ordain in the following manner. members of the college is carried out as to the most important and most difficult tasks of the college, that is, when it comes to the method, too; thus His Royal Majesty wishes to have it in general ordained. Voskresenskii’s edition of the draft is arranged in sixteen sections, and in a note on the eleventh section Voskrensenskii commented that “up to here the orginal text was divided into sections, but not from here on." He pointed out that he had arranged the remainder of the original draft into sections “in order to facilitate using this source.” But it was no happenstance that the manuscript’s division into sections had not continued after the first ten sections; even in this detail, the Russian draft followed its Swedish prototype. The section of the Swedish instructions containing general rules as to how the various tasks were to be carried out was divided into ten sections, while that which followed the tenth section, the part dealing in detail with how the work was to be distributed within the kammarkollegium, was not organized into sections and paragraphs. Thus, the Russian translators were very consistent in reproducing the Swedish text, even to the extent of reproducing its organizational structure. There are, however, a few differences between the Swedish text and the Russian translation, as the following example, taken from the section dealing with the tasks of the councillors, will demonstrate: Swedish instruktion'. The first kammar-counciWor in order is charged with the inspection and care of the tax adjustments office, the war and militia office, where the militiebok (accounts of military allotment farms) is prepared, plus the second Swedish provincial office, which is now headed by the accountant Teuterström, as well as that which has to do with the budget process and is actually remitted to the consideration of the college[.] Russian instructions: The first ^dmcr-councillor is charged (poveriaetsia) with the care (staranic) and inspection (nadziranie) of the accounts office {shchetnaia kontora) and of the second economic office; also of the affairs which belong to the shtatskontor-kollegiia, but which have been sent to the kamer-kollegiia for its consideration (jassuzhdenie). As is clear from these excerpts, mention of the militia office was exeluded from the Russian draft instructions, which is explained by the fact 7.A, 575 note 1.
