The earlier practice of the College of Mining of registering mortgages in mines was abandoned.758 Another edict was issued in 1668, providing a privileged position to claims concerning assets that Bohm administered as a guardian of minors.759 From the 1660s onwards, the increasing number of statutory liens and privileges made competition between creditors more complicated.760 The Bohm case is also interesting in that the regency government contemplated the possibility of nominating a commission to decide upon the insolvency. The commissioners would have the power to impose an equitable composition that would rehabilitate the debtor’s opportunity to pay all his creditors.761 During the regency of Queen Christina’s minority, the government had nominated special commissions to manage the insolvencies of noble houses.762 Bohm was also allowed to keep his position as a councillor with help of a letter of protection granted by the regency government in 1668.763 The increasing indebtedness and the problems in the credit system necessitated legal reforms. The need for changes was stressed by the “overgovernors” (överståthållare) of Stockholm, who occupied a mediating position representing the crown in the capital, and promoted the interests of its burghers in government policy. The duties of the office included execution of judgments.
