The judiciary has played a major role in that task. Over the years the Supreme Court has been more or less powerful, more or less popular, more or less respected. But in the course of almost 200 years, I think it is fair to say, the Court has handled the accommodation of the constitutional text to changing times and political exigencies in a manner so skillful that it is impossible to imagine the American government existing without the institution of judicial review.
