summary 365 The concluding remarks on the Swedish prison system, during the latter part of the twentieth century, is made against the results of chapter 9; the treatment model was not practically implemented in important fields in Swedish prisons. Instead the study has shown a discrepancy – a reality gap – between what the legislation intended and what actually occurred in the prison system. Initially an effort is made to evaluate the causes that biased the implementation of the treatment reform in Swedish correctional treatment, both during the era when the treatment model has been understood to dominate prison care, as well as during the following period when the model is pushed into the background. Three reflections, concerning legal political questions, summarise this research. Ideas have a tendency to return in a somewhat changed guise. Therefore, the evaluation of the real value of a new approach into the prison system is discussed.After that follows a part concerning the actual meaning of the ideology of treatment.
