In line with the openness of the prison system the use of the permission institute became more frequent. The prison reform of 1945 marked the transition to a modern prison care system in Sweden. In this chapter the implementation of the treatment model is examined. It is analysed in an “ideal picture” of prison care; a combination of the results in chapter 5 to 7 of the political and legal process.The implementation of the treatment model in the actual prison care is evaluated from the study of the prison register in chapter 8.The result is materialized in a model concerning the idea of treatment – the ideal and the practical circumstances – in the prison reform. Furthermore, the result shows the extent and the degree in which the circumstances between these variables did correspond. Concluding remarks are made concerning the circumstances to expose the force and the implementation of the prison reform of 1945. The evaluation shows that the establishment of a modern welfare prison was hard to accomplish.The prison reform of 1945 marked an ideological change of the individual preventive treatment model in Sweden, but the pragmatic intent of the legislators did not manifest itself in terms of practical prison care. One stated reason, why the implementation of the treatment model did not reach a higher level of reality, was that the actual meaning of prison care seldom was handled by the Committee. The treatment programs actually became a concern for the local prisons to deal with.Another reason for the setback was that the treatment model was used on prisoners with short-term sentences. Herewith, was the registering a limited instrument from the beginning, while it was set up to rehabilitate on the long-term.At the same time the study shows closeness to a dubious philosophy through the biological aspects of race and the explanations and a deterministic approach to prisoners.
