attention on the jurists, and their central part in the advancement of legislation and other legal affairs.According to Savigny, what ailed the legal system in general was not so much the sources of law as the inability of jurists to deal with the material content of those sources: Savigny’s solution followed logically from his description of the problem: Educate the jurists!
