called for new wage negotiations.575 Anders Anderson from Råstock asked if it would not be a question of interest as well as a question of interpretation when a worker was dismissed under section23.576 According to Emil Olovson fromVästerås, the employer’s persecution of an undesirable worker could very well lie behind a dismissal with reference to a lack of work.577 The fears were substantiated by experiences from reality, among others, by Arvid Thorberg and August Vilhelm Pettersson from Köping, who argued that the interpretation of section 23 by the Central Arbitration Board and the district court respectively showed that it was impossible for the workers to provide evidence against the employers’ demand to direct and distribute work.578 In the two similarly worded Social Democratic private member bills from Per-Albin Hansson, Möller, Sandler and others that was mentioned above, it was stated that it was the concern of the employer to get disputes of interest classified as legal disputes.
