During the first three decades of the 20th century, a great number of bills and other legislative drafts were presented, for example in 1900, 1901, 1910, 1911, 1916, 1921, 1923, 1926 and 1928. The bills in general were limited to blue-collar workers within the private sector.Thus they included agrarian workers unless the Statute on Hired Servants of 1833 covered them.At the same time they excluded not only workers within the public sector, but also “free professions” such as physicians, scientists, artists as well as engineers, technicians, office managers, clerks, bookkeepers, etc. As in France, England and Germany, the contractual approach, which in part III we noted for the period 1800-1885 became even more evident during the first decades of the 20th century. Thus the texts often mention that legislation about individual labour contracts contained only rules of a private law character while public law legislation regulated other issues, for example the protection of women and children and occupational hazards. The relationship between master and servant as well as between employer and employee was considered to be founded on a contract between two free and independent parties. In spite of this predominant private law approach, right up to1910several labour law drafts included public law sanctions such as fines and jail. In the beginning of the period, the drafts, particularly those of 1900 and 1901, focused on individual labour contracts and the traditional distinction between labour contracts concerning a specific result, locatio conductio operis, and contracts concerning the workforce as such, locatio conductio operarum.
