Contrary to the situation in the kommerts-kollegiia, it is impossible to discern any real agreement between the personnel budgets of the Swedish bergskollegium and the Russian berg-kollegiia. Among other things, it is clear that several positions in the Swedish collegewere not included in the budget for the berg-kollegiia, and the number of positions in the two colleges differed. Aside from the president of the college, Jacob Bruce, four of the five members of the college board—two Germans, an Englishman, and a Swiss—were foreigners.
