May.t) its humble suggestions and recommendations of clever and wellmerited persons for the positions in the marine customs service both here, within the country, and in the provinces, such as the chief inspectors, customs officers, and license administrators, and the same with the consuls at posts abroad who are not on the budget of His Majesty’s {Kungl. Maj:ts) Cansli Collegia, but only have to do with shipping and commerce: however, the customs servants shall hereafter, as heretofore, give account for their collections and accounts in the Cammar-Collegio, as well as provide bond therefor and also be responsible to it for their administration and disposition of funds. toms inspectores, customs collectors, and other customs servants, as well as the consuls in foreign lands who are subordinate to this college in that which directly relates to shipping and commerce, but who are subordinate to the kantseliarskaia, that is, the inostrannykh del kollcgiia, in other matters; but in that which concerns revenues and accounts and the administration and expenditure of funds, all customs servants are to answer to the kamer-kollegiia, and to it they are to give surety bonds upon assuming their posts. These excerpts reveal an almost total agreement between the two instructions. The modifications that were made in the Russian text were mostly of a technical nature and involved problems encountered in translation. We see that the kollegiia inostrannykh del is referred to in the Russian text as kafitseliarskaia kollegiia, a term which was a translation of the Swedish kanslikollegium.'^^ A further observation is that all the officials participating in the administration of state revenues in any way were obliged to submit a valid surety bond to the kamer-kollegiia.^^ The principal responsibility of the Swedish kommerskollegium, of course, was to take various measures to further trade and commerce. Among these were included the issuance of trade regulations, the revision of town privileges, and the adjudication of trade disputes that might arise between different towns. The following excerpts illustrate how the Russian kommerts-kollegiia was given identical responsibilities: Swedish instruktion 3’- 2.
