A preliminary budget for the college drawn up by Heinrich Pick on the basis of the personnel and salary budget of the Swedish kommerskollegium was approved in 1718. According to this budget, the staff of the Russian kommerts-kollegiia was to number twenty-nine, of whom fifteen were to be Russians and fourteen were to be foreigners. Table 6 shows how the staffing of the corresponding Swedish college served as the norm for the Russian college during the early stages of its existence. An idea of the extent to which this organizational plan was actually implemented is provided by the personnel budget drawn up in the komrnerts-kollegiia in 1720.
