314 (votcbinnyi sud) and the civil cases {grazhdanskii stid) are dealt with, it is necessary to staff it with a considerable number of people in view of the increase of cases, so that the administration of justice proceeds in an orderly manner and without delays for everyone. Nonetheless, Matveev felt that the number of staff members proposed by von Brevern could be reduced by decreasing the number of foreigners. Russian officials were needed in the college “because there will, for the most part, be such cases.” Since it would deal mostly with disputes between Russians, the majority of positions in the college should be held by Russians who were more familiar with Russian conditions and, above all, with the Russian language. Matveev did, however, agree with von Brevern that it was necessary to have permanent access to more translators, since “many foreigners do not knowRussian, and without translations they cannot review and adjudicate any cases, and these cases must be reviewed jointly with them so that common agreement can be reached, and without that they cannot conclude anything.” Furthermore, Matveev argued that neither Pick nor von Brevern had indicated how many scriveners the colleges should have. “But,” he continued: if, according to the Swedish regulation (sveiskii ustav), this court of appeals is to be included in this college, it will be impossible, because of the many cases which concern the nobility’s landholdings {pomestnyc i votchinnye dela) and the administration of justice in the towns, to deal with the cases without a sufficient number (of scriveners), since, in comparison "with Sweden, there is a much greater increase in both of these types of cases in Russia, for many people quarrel and continually have plaintiff’s cases and written certificates concerning the execution of confirmed adjudications {vypiska).
