The brief comparison presented above has shown that the authors of the Russian instruktsHa strove to adapt the contents of the Swedish instruktion to Russian conditions as far as was possible. The method of compilation they employed in doing so was characterized by their attempting, with the Swedish instruktion for landshövdingar as a guide, to formulate simple and brief rules which they felt would be applicable under Russian conditions. As a result of this, the portions of the instruktion that reflected specifically Swedish conditions—and especially the Swedish cameral system —were left out entirely. In turn, a number of passages in the instruktsiia reflected purely Russian conditions. It is clear, then, that the Russian text may not be considered a simple plagiarism of its Swedish model; instead, it should be characterized as a conscious revision of the instruktion for landshövdingar. 4.
