The appropriations budget was drawn up in such a way that the lefthand column, the debet column, showed under the rubric “requisitioned" the sum of the appropriations and referred to the special budget for information as to how that sum had been allocated. Under the rubric “appropriated," on the righthand or credit side, were listed the rents and other revenues drawn upon to meet the expenditures in the lefthand column. In order to obtain precise information about both revenues and expenditures, therefore, it was necessary to look at both the special and the appropriations budgets. For example, the special, or personnel, budget for 1696 included under the title krigskollegium a salary expenditure of 10,665 dsmt, which listed the various positions and the salary to be paid to each staff member.
