This conclusion agrees very well with the picture that emerges from a more detailed study of the Russian sources. Heinrich Pick had systematically studied the work of the Swedish colleges right on the spot in Stockholm. In addition, Pick had at his disposal a great deal of material about the Swedish administrative organization that he himself had acquired in Sweden. Against this background, there can be no doubt that it was Pick’s memoranda and other papers the Russian collegial organizers carefully studied and sometimes adopted, while Luberas was reduced to playing a more modest role. 4. The Establishvient of the Colleges at St. Vetershurg In June 1717, Tsar Peter entrusted the task of preparing the collegial reform to Jacob Bruce, who was to be assisted by Heinrich Pick. They were to “determine in general terms which matters shall belong to which colleges,” and in pursuing this task Bruce was to instruct Pick as to “what he is to draw up and what he is not to touch.” Pollowing this step, proposals for personnel budgets for the colleges were to be drawn up “so that We,” as Peter wrote to Bruce, “shall be able in time to appoint presidents who are suitable for each college. Bruce and Pick could not commence their cooperative efforts until the latter returned to St. Petersburg in the early autumn fromGermany, where he had been recruiting foreign officials for the projected Russian colleges. Initially relegated to the status of a consulting foreign specialist on the organization and practices of the Swedish state apparatus, Heinrich Pick came to exercise direct personal influence over the reform policies thanks to his great capacity for work and his thorough knowledge of the Swedish administrative organization. But it was not until Peter’s return in October 1717 froma foreign sojourn of more than eighteen months that the reform plans began to assume a concrete form.
